What do I do about the deer eating my tulips?

Tulips are peeking thru and the deer are eating the leaves.. And the rabbits love my hostas.. I read somewhere that human urine and hair from a hairbrush will do the trick about keeping them away. (I did this yesterday)! But what else can I do besides keeping Liquid Fence on the them.
