Well water turns off,HELP!?

Bought a house here in GA about 5 years ago. a year after moving in we started having well water problems.If you use to much water the thing stop sending water.If you turn it off for about 30 mins the well starts sending water again intill you use to much. Had a well/septic company come out and look at it,they couldn't pull the pump up and they didn't want to keep trying or it would cost me $3000! I've notice when I turn it back sometimes you get like a black sandy mixture out of the sink. Does anyone have a easy and cheap fix? or has a idea of what is going on?
