Should I have my Chihuahuas glands removed?

He is a two year old male with chronic gland problems. They sometimes need to be emptied twice a week, I have had to learn how to express them at home but twice they became infected, once one nearly ruptured. One of his vets says yes, the other is adamant we wait. His testicles did not come down and we will be removing them surgically in the next few months and I need to make the decision by then so the procedures can be combined. How do I know which is the right decision. I love my dog and want to do the best thing for him, not the easiest thing for me.
