I have a '99 Outback Legacy, and it idols low, between 400-800rpm. Is this normal?

i also just had the timing belt changed on it. it has about 600 miles on the new timing belt. When i'm at a stop my car idols from 400 - 800rpm then back down to 400 up 800 slowly. And so on until i drive off. Is this normal?
